What makes a municipality a city or a town?
All municipalities are originally
incorporated as towns. When a town's population exceeds 2,000, residents
may choose, by referendum, to become a city. A city is governed by a mayor
and a common council, while a town is governed by a town council. Towns may
hire a town manager.
Cities are classified by their population:
First Class 250,000 and over
Second Class 35,000 to 250,000
Third Class Under 35,000
Indianapolis is the only City in Indiana of the first class.
Cities of
the second class are: Fort Wayne, Gary, Evansville, South Bend, Hammond,
Muncie, Anderson, Terre Haute, Bloomington, Kokomo, Lafayette, Richmond,
Elkhart, Mishawaka, East Chicago, New Albany, Michigan City, and Marion.
Towns are not classified; currently, their populations range from under 100
persons to over 25,000.

DeKalb County Communities
Butler Township communities
include: Butler Center, Cedar, New Era and St. Johns.
Concord Township communities

Fairfield Township communities
include: Fairfield Center.
Franklin Township communities
include: Taylor Corner. The Steuben County town of Hamilton
is situated near the DeKalb and Steuben county line, with a small
portion of the outskirts extending into DeKalb County.

Jackson
Township communities
include: Hopewell. Auburn Junction is located at the Jackson and Union
Townships line.
Keyser Township communities
include: Altona and Garrett. - City of Garrett with A Brief

include: Newville and Newville Center.
The community of Newville is identified as Vienna and Newville P. O. on
an 1880 DeKalb County Atlas.
RichlandTownship communities
include: Corunna and Sedan.
Smithfield Township communities
include: Ashley and Summit. The town of Ashley is situated
on the DeKalb and Steuben county line, with portions in both counties.
Spencer Township communities
include: Coburn Corners/Coburntown, Spencerville.
